Manju Ganeriwala

2026 Hall of Fame Inductee
For more than 35 years, Manju Ganeriwala has dedicated her career to public service, and has embodied the qualities of perseverance, authenticity, and professional integrity.
After three years as Virginia Governor Tim Kaine's Deputy Secretary of Finance, she was appointed state treasurer in 2009, at the height of the recession. Under her tenure, Virginia was one of only a few states to maintain its triple triple-A bond ratings through the crisis, and among the first few to bounce back. She was reappointed state treasurer by five governors from both major political parties. Ganeriwala was heavily involved in state efforts to maintain federal tax exemption for municipal bonds, and to transition the accounting and financial reporting of local government investment pools from SEC Rule 2a7 to GASB Statement 79. She remained state treasurer until 2022, bookending her career with efforts that helped both her state and the government finance community overall navigate the complexities of the COVID era. As Virginia’s longest serving state treasurer and the highest-ranking Indian American in modern times, her service exemplified expertise, strategic vision, and steady leadership.
Recognized as a national leader in public finance, Ganeriwala served as president of NAST in 2013 and was on NASACT’s Executive Committee for ten years, serving as president-elect just before her retirement. She was a member of the Municipal Securities Rulemaking Board and was the board’s vice chair in 2020. She was selected to become a trustee of the Financial Accounting Foundation in 2022, with her term concluding in December 2026.
In 2009, Ganeriwala received the YWCA’s Outstanding Woman in Government Award. She was a 2013 Toll Fellow through the Council of State Governments, and a 2015 honoree in Governing Magazine’s inaugural class of Women in Government Leadership.
Her commitment to sound fiscal management has earned numerous industry honors, including NASACT President's Awards in 2013 and 2022 and multiple recognitions from NAST.
Before entering public service, Ganeriwala earned a Bachelor of Commerce from the University of Bombay. After emigrating to the United States in 1976, she earned an MBA from the University of Texas at Austin.
Throughout her career, Manju Ganeriwala has worked to strengthen government at every level while protecting the public good. Her curiosity, vision, and pursuit of excellence will continue to inspire those who follow in her footsteps.
