J.A.O. Preus

2026 Hall of Fame Inductee

J.A.O. Preus served as Minnesota State Auditor at the time of NASACT's founding in 1915 and was among the association's original members. Throughout his career, he championed financial oversight, accountability, and effective government.

Born in Columbia County, Wisconsin, Preus was raised in a Norwegian-American family with deep roots in Lutheran education and public service. He graduated from Luther College in Decorah, Iowa, and later earned his law degree from the University of Minnesota. He began his career practicing law before entering public service.

Preus first held statewide office as Minnesota Insurance Commissioner, where he developed a strong reputation for financial oversight and regulatory leadership. In 1915, he was elected Minnesota State Auditor, a role he held until 1921.

As State Auditor, Preus oversaw audits of state agencies, strengthened financial reporting, and promoted responsible stewardship of public funds. His tenure came during a period when state government finances were becoming increasingly complex, creating a growing need for stronger auditing practices and greater consistency in public financial management.

During this period, Preus became one of NASACT's founding members, joining fellow state auditors in creating a national forum for collaboration. Together, they worked to strengthen government accountability and advance auditing practices.

He was elected NASACT's first president in 1919 and served a second term in 1920.

Following his service as State Auditor, Preus was elected Governor of Minnesota, serving from 1921 to 1925. As governor, he focused on fiscal responsibility, administrative efficiency, and economic issues affecting the state in the post–World War I period.

Preus's career illustrates the vital role state auditors played in strengthening public accountability during the early twentieth century. His leadership during NASACT's earliest years reflected his belief that states could accomplish more by learning from one another and working together.

He died on May 19, 1961, leaving a legacy of fiscal stewardship, professional collaboration, and unwavering commitment to good government.

The NASACT Community

NASACT serves as the premier organization working to bring together state auditors, state comptrollers and state treasurers to cooperatively address government financial management issues. NASACT also manages two secretariats - the National State Auditors Association (NSAA) and the National Association of State Comptrollers (NASC). Both NSAA and NASC are included under the umbrella of NASACT’s budget and utilize staff hired by NASACT.
