NASACT is pleased to announce the latest in its series of training events addressing timely issues in government accounting, auditing and financial management. With this webinar we are taking a deeper dive into statewide cost allocation plans.
 
Non-federal entities may recover costs incurred in administering federally financed programs utilizing different methodologies. Two common approaches are through billed central services and indirect cost rates.
 
Billed central services are central services that are billed by one agency to other benefitted agencies or programs on an individual fee-for-service or similar basis. Typical examples of billed central services may include information technology services, fleet management, insurance, and fringe benefits. In this case, a central service department recoups the costs of providing services to its customer agencies through billings. Various factors determine how billed central service costs are treated as a direct or indirect cost by the customer agencies. We will discuss best practices to report on billed service costs (internal service funds) and what should be expected during federal negotiations.
 
Indirect costs are normally charged to federal awards by the use of an indirect cost rate. A separate indirect cost rate(s) is usually necessary for each department or agency of the governmental unit claiming indirect costs under federal awards. The indirect costs to be recovered through an indirect cost rate may be comprised of the agency’s administrative costs, SWCAP, and billed central services. An indirect cost rate is a device for determining a reasonable proportion of indirect costs each program should bear. It is the ratio (expressed as a percentage) of the indirect costs to a direct cost base. We will discuss the various types of indirect rates available and how they are to be applied to federal awards.
 
This webinar will discuss billed central services and indirect cost rates. Because of the diverse characteristics and accounting practices of governmental units, these types of costs may not be common in all situations. However, the webinar will provide a general overview of how these costs are typically calculated and how non-federal agencies may utilize these approaches in cost recovery practices.
