OMB Reminds Federal Agencies of Importance of Strong Award Descriptions
Section: Washington Update

In light of the additional transparency and accountability measures required by sections 15010 and 15011 of the CARES Act and relevant OMB guidance, OMB has issued a “Controller Alert” reminding federal agencies of their financial assistance requirements for award description data quality and controls.
OMB states that “Strong award descriptions provide the reader with an understanding of the purpose of the federal financial assistance award and include a description of award specific activities and purpose.”
The alert further sets forth characteristics of strong award descriptions to include a plain language description of the:
  • Purpose for the award
  • Deliverable
  • Intended beneficiary or recipient of the funds
Attention to award descriptions will be significant as information on COVID awards is made publicly available.
