Auditors Meet in East Lansing for 47th Annual Conference

NSAA President Doug Ringler recently welcomed state auditors to East Lansing, Michigan, for the forty-seventh annual conference of the National State Auditors Association. The conference was held June 11-13 and was attended by approximately 200 individuals, including 30 principal state auditors and representation from 38 states plus Puerto Rico. The conference was preceded on June 10 by a day of meetings of NSAA’s committees and a principals' summit, where the state auditors met to discuss emerging issues.

State auditors held their annual business meeting on the afternoon of Thursday, June 12.    The 2025-26 Executive Committee was elected by members. Washington State Auditor Pat McCarthy (center) is the new NSAA President, and Dan Crossman (Nevada, not pictured) is the new member of the committee. See the full committee list here.
 
State auditors discussed pressing issues during the closed principal summit on Tuesday, June 10.   Tennessee Comptroller of the Treasury Jason Mumpower (center) invited state auditors to the 2025 Emerging Issues Meeting in Nashville on October 27-28.
 
Incoming President Pat McCarthy presented outgoing President Doug Ringler with a plaque of appreciation for his service.   Pat McCarthy will host the 2026 NSAA Annual Conference in Tacoma, Washington, next June.

Awards


Several awards were presented during the conference. 

William R. Snodgrass Distinguished Leadership Award

Roger Norman, former legislative auditor of Arkansas, was awarded with NSAA's highest honor, the William R. Snodgrass Distinguished Leadership Award. Kevin White, current legislative auditor, accepted the award on Norman's behalf. President Ringler cited the following accomplishments of the recipient:
  • He has over 47 years of government service in the state of Arkansas, retiring last year after 17 years as the legislative auditor of Arkansas.
  • He served as president of NSAA in 2014 and president of NASACT in 2018.
  • During his long career he served on numerous NSAA committees including E-Government, Human Resources and Single Audit.
  • He was an active participant in the intergovernmental audit community, helping initiatives work better at the local, state and federal levels.
  • He is the consummate professional, having given freely of his time and expertise to benefit the broader NSAA community.

Distinguished Service Award

George Strudgeon, audit director with the Virginia Office of the Auditor of Public Accounts, received a Distinguished Service Award. NSAA President Ringler cited his expertise in single audit issues and his broad service to the community, including being on the AICPA's Government Audit Quality Center Executive Committee, his role as vice chair of NSAA's Single Audit Committee, and his service as the first-ever chair of NSAA's Single Audit Expert Panel.


Excellence in Accountability Awards

The recipients of this year's Excellence in Accountability Awards gave presentations about their award winning audits and projects on Thursday, June 11.

  Arkansas Legislative Auditor Kevin White accepted the William R. Snodgrass Distinguished Leadership Award plaque on behalf of award recipient Roger Norman.
 
The New York Office of the Comptroller received an Excellence in Accountability Award in the small performance audit category. Left to right: Doug Ringler, Diane Gustard and Tina Kim.   Gina Brown accepted the Excellence in Accountability Award on behalf of the Louisiana Legislative Auditor for the office's winning large performance audit.
 
Missouri's Kelly Davis accepted the Excellence in Accountability Award for her office's winning special project.   The Indiana Office of the State Examiner won this year's Excellence in Accountability Award in the forensic report category.
 

Business Meeting

On Thursday, members of NSAA held a business meeting where they heard reports from each standing committee and elected a new Executive Committee. The Executive Committee for 2025-26 will be:
  • President: Pat McCarthy, State Auditor (WA)
  • President-Elect: Earle Powell, Legislative Auditor (SC)
  • Secretary/Treasurer: Sherrill Norman, Auditor General (FL)
  • Immediate Past President: Doug Ringler, Auditor General (MI)
  • Josh Gallion, State Auditor (ND)
  • Staci Henshaw, Auditor of Public Accounts (VA)
  • Dan Crossman, Legislative Auditor (NV)
 
Several resolutions were approved by members at the business meeting: 
  • Thanking President Ringler for his service and for hosting the conference.
  • Wishing former state auditors Kip Memmott (Oregon), John Dougall (Utah) and George Kennedy (South Carolina) well in future endeavors, following the end of their tenures in office.
