The National Association of State
Comptrollers was organized in 1978 as an associate of the National
Association of State Auditors, Comptrollers and Treasurers. The
two organizations, along with the National State Auditors Association,
share staff in NASACT's two offices, in Lexington, Kentucky, and
Washington, D.C. The purposes for which NASC was created are listed
in its Constitution and Bylaws, originally adopted in 1979. NASC
adopted a strategic plan in 1998 and has revised it regularly
since then. The mission contained therein, however, has not changed:
to enhance the effectiveness of state comptrollers and improve
financial management in state government through cooperation,
sharing of information, education, and advocacy of issues affecting
government finances. NASC's Constitution and Bylaws and strategic

NASC performs most of its work through
committees. Descriptions of committees currently in operation
may be viewed on this site. Current committee rosters are also
available.
NASC's technical staff includes a
program manager and a program assistant. They assist committees
with their work and provide administrative support for the committees.
In addition, the technical staff does research and surveys on
topics of particular interest to the members and provides information
as requested. NASACT staff provides considerable administrative
support for conferences and other events.
NASC's annual conference, held each
year in March, is an important source of education and networking
opportunities for the members. Participants hear presentations
from leaders in state and federal government and the private sector,
and the Comptrollers' Round Table provides time for the free exchange
of ideas about a wide variety of administrative and technical
matters with which state comptrollers deal.
NASC sponsors several small groups
that meet annually in conjunction with the Association's annual
conference:
- The meetings of the State AMS
Users Group are held in cooperation with American Management
Systems for technical and functional staff from states that
use AMS software. Participants learn about AMS's projects and
share information about how they use or have modified the software
for their own operations.
- The meetings of the State ASAP
Users Group are held in cooperation with the Financial Management
Service of the U.S. Treasury to discuss changes and problems
associated with FMS's system of cash draw down, the Automated
Standard Application for Payment.
- The State Government Payroll Group
meets annually to discuss payroll systems, compliance with state
and federal statutes, and the challenges of providing efficient
payroll services to large and diverse constituencies.
