Uniform Guidelines Coalition


Background
Building upon its work on the Uniform Budget Elements, which was submitted to the federal grants.gov project on March 31, 2004, the Technical Advisory Group of the Uniform Guidelines Coalition developed a complete set of data elements and definitions for use in grant budgeting and financial reporting. The TAG has added funding source line items to the expense line items developed earlier. In addition this ED proposes columns for programs, functions and activities and columns for funding sources and for future periods.

The TAG was very interested in obtaining feedback about these proposals from the grants community at all levels, from the federal government and state governments and foundations to local government subrecipients and not-for-profit organizations that may receive many or only one or two grants. The 60-day comment period ended on September 30, 2004. The revised ED will be issued as Version 1 for beta testing.

Exposure Draft, Uniform Data Elements and Definitions for Grant Budgeting and Financial Reprting


On November 10, 2004, the Uniform Guidelines Coalition issued Uniform Data Elements and Definitions for Grant Budgeting and Financial Reporting, Version 1 (November 2004). This document was crafted by the Coalition's Technical Advisory Group in consultation with federal agencies, state governments, not-for-profit organizations and certified public accountants who work with government grant recipients.

We invite all participants in the grants process in the United States to participate in beta testing of this proposal. Beta testers would include federal and state grantor agencies, private foundations, state agency and local government subrecipients, and nongovernmental recipients and subrecipients. Also, e-grant system designers, especially, are encouraged to test the data elements and their definitions.
