
Background
The uniform guidelines will include "Uniform Data Elements
for Government Grant Budgeting and Financial Reporting" with
a set of specific object expenses line items and definitions for
each line item. Aware of this effort and in need of assistance
in this area, in December 2003, Charles Havekost, E-Grants Program
Manager for the U.S. Department of Health and Human Services,
asked the Uniform Guidelines Coalition to assist with the development
of a set of specific budget data elements, with definitions, for
use in the eApply module of Grants.gov. To the extent possible,
these categories are to be based on the current OMB Standard Form
424A Budget Categories 6.a to 6.k. The Coalition spent much of
its effort in January 2004 comparing and merging the line items
and definitions developed for its guidebook with SF 424A Section
B Budget Categories 6a-k to arrive at the attached draft proposal.
A review of this proposal by people who deal with federal grants
is an essential part of this process.
The draft
of eleven proposed uniform budget data elements, with definitions,
is for use by the federal Grants.gov Program in Table 7 - SF-424A,
Non-Construction Budget, of Grants.gov's eApply module.* All interested
parties are invited to comment on this draft. Please send comments
to Pat O'Connor,
NASACT Uniform Guidelines Project Coordinator, no later than March
15, 2004. The final proposal is scheduled for delivery by
the Uniform Guidelines Project to Grants.gov on or before March
31, 2004.
